CAADP Pillar 1 framework validated

Mali, 9-10 Feb. Concluding a year-long process, 60 subregional institutions and international organisations, farmers’ and community-based organisations met to validate the framework document for CAADP’s first pillar land and water management.
The framework was developed by the lead technical agencies for pillar one – the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS) and the University of Zambia. It is acknowledged by all stakeholders not only as a technical tool for the identification and designing best practice-based programmes but also as a tool for political and policy alignment, institutional transformation and coalition building.
Three recommendations for the quantitative and qualitative improvements of the framework document and its effective use by countries were agreed upon:
- To capitalise on the programmatic approach tools for SLM promoted by TerrAfrica and the success stories of countries including Ethiopia, Ghana, Mali, Mauritania and Uganda in applying such tools
- To set priorities and action lines on the basis of current scenarios that can be supported by scientific evidence
- To strengthen the links between the content of the framework document and the three environmental conventions – the UNFCCC the UNCBD and the UNCCD.
