FANRPAN attends the 3rd joint meeting of the Ministers of Agriculture, Environment and Natural Resources

The Ministers of Agriculture, Environment and Natural Resources in the COMESA Member States met in Lusaka, Zambia on 15th July 2010 to review progress on the agricultural sector in the region. The Ministerial meeting was preceded by the third joint meeting of the Technical Committee on Agriculture, Environment and Natural Resources which was held on 12 - 13 July 2010. The purpose of the technical meeting was to review the implementation of the regional agricultural, environmental and natural resources development programmes in the COMESA region and prepare a report for Ministers.

The two-day meeting, under the theme "Food Security, Agriculture Trade and Environment Protection", is being attended by delegations from all 19 COMESA member states as well as from co-operating partners such as the Food and Agriculture Organization (FAO), United States Agency for International Development (USAID), European Union (EU), and African Development Bank (AfDB), Alliance for Commodity Trade in Eastern and Southern Africa (ACTESA), the Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA), and the Food Agriculture and Natural Resources Policy Analysis Network (FANRPAN). FANRPAN was represented by Dr Lindiwe Majele Sibanda and Ms Sithembile Ndema.

Both meetings were officially opened by Secretary General of COMESA – His Excellency Mr Sindiso Ngwenya. In his remarks, Mr Ngwenya informed the meeting that COMESA was still the net importer of food, to the tune of well over US$ 19 Billion per year. He urged the meeting to pay attention to some critical intervention areas that would address the region's problem of food insecurity.

In her remarks to the Third Meeting of the Joint Technical Committee on Agriculture, Environment and Natural Resources, FANRPAN CEO, Dr. Sibanda, appealed to the COMESA secretariat to embrace the principle of subsidiarity, provide core funding to support the secretariats of sub-regional bodies so that they can, as they are closer to the ground, deliver on their mandates and be genuine partners to accompany the COMESA secretariat in program implementation; thereby creating the necessary interface between the secretariat and member states’ multiple stakeholders.
