Institutionalizing FANRPAN as a recognized source of research-based policy analysis and advocacy for agriculture and natural resources in southern Africa

Introduction

The Food Agriculture and Natural Resources Policy Analysis Network (FANRPAN) is now entering a critical phase in its development. Having successfully managed to relocate the Secretariat to South Africa where it has been provided formal diplomatic recognition as a regional body, has signed a formal partnership agreement with COMESA and several private sector firms. By end of September 2006, it will have completed a strategic planning process and will have made major progress in establishing its governance and management systems. FANRPAN now seeks continued support from USAID in order to complete this process and put the Network on a firm sustainable foundation, while also producing outputs that contribute to regional policy harmonization.

FANRPAN's proposed activities for FY 07 fall under two USAID pillars: trade and market development; and strengthening of institutional capacity. The broad theme is facilitating harmonization of policies at regional level.

FANRPAN acknowledges that USAID's past generous support has made it possible for FANRPAN to achieve a high level of credibility in the region. Therefore, the proposal is to direct USAID's investment for FY 07 in institutionalizing FANRPAN's credibility by further strengthening regional capacity for policy research and completing one high-priority policy research activity to have immediate impacts.

We request a total of US$ 300,000 under three thematic activities as follows:

  1. Promoting regional harmonization of FANR policies - $47,635
  2. Strengthening institutional capacity for policy research - $76,700
  3. Strengthening FANRPAN network capacity - $175,665
