Annual regional policy dialogues
FANRPAN annual regional policy dialogues 2001-2009

FANRPAN seeks to institutionalize policy research and dialogues at national and regional levels as ongoing programmes rather than once-off activities. This is in compliance with FANRPAN's mission which is to promote effective Food, Agriculture and Natural Resources (FANR) policies by:
  1. Facilitating linkages and partnerships between government and civil society,
  2. Building the capacity for policy analysis and policy dialogue in southern Africa, and
Case studies
Ahead of each annual FANRPAN Stakeholders Conference, case studies are undertaken in several countries. These case studies take the form of one-day national policy dialogues on the most important national and region-wide policy issues, and ways in which these can be addressed.
  1. Participants (approximately 50 people per country dialogue), representatives of:
    • Government ministries responsible for food, agricultural and natural resources sector (FANR)
    • Policy research institutions such as relevant university departments and agricultural research institutes;
    • Private sector national umbrella organizations which deal with FANR
    • Farmers' organizations1
    • Civil Society organizations involved in the FANR sector
    • Consumer groups.
  2. Activities before the national dialogues, In liaison with the national node of each case study country, the FANRPAN Secretariat:
    • Provide guidance to the national node to conduct the dialogue
    • Recruit a national consultant to:
      1. prepare and facilitate the dialogue
      2. produce a draft advisory note and
      3. produce a report of the meeting
    • Recruit a regional consultant for 20 working days to:
      1. provide guidance on national case studies
      2. prepare a synthesis report of the three national dialogues
    • Present the synthesis report at the annual Stakeholders Conference.
    • Identify suitable speakers and key stakeholders to participate in the dialogues
    • The national node will:
      1. select and invite representatives of the various stakeholder groups to the dialogue
      2. prepare and distribute detailed dialogue programme and all relevant information
      3. ensure that all logistical arrangements are in place.
  3. Activities during the national dialogues
    • A key note presentation by government highlighting the national food security situation and governments' efforts in addressing the challenge.
    • Conduct panel discussions with inputs from representatives of key stakeholder groups
    • Facilitate dialogue among delegates
    • Development of proposals for research, and options for short, medium and long term policy interventions at national and regional levels.
  4. Activities after the national dialogues
    • Prepare advisory notes and make advocacy calls to Governments and other key national stakeholders
    • Prepare a regional synthesis document for presentation at the annual FANRPAN Stakeholders Conference
    • National Delegates participate at FANRPAN Stakeholders Conference
    • Implement policy research activities.
Regional Annual FANRPAN Stakeholder Conferences
The FANRPAN annual conferences take the form of regional policy dialogues on key issues of agricultural development. Furthermore, they set priorities and give directions for FANRPAN research, communication and advocacy work.
  1. Participants
    Participants are the same as for national conferences. The participants are selected among individuals who can provide technical contributions and express the position of their organisations on the issues at debate.
  2. Conference themes and sub-themes
    The Conference themes and sub-themes are determined by the Regional Secretariat with guidance from the Board of Governors.
  3. Activities before the Conference
    The FANRPAN Secretariat will:
    • recruit resource persons on the basis of detailed terms of reference and contracts, to:
      1. guide and facilitate case studies in three countries provide guidance to the national dialogues
      2. facilitate the debates at the Conference
      3. prepare the Conference report
      4. provide secretarial assistance
    • ensure that the case studies are successfully implemented
    • identify and invite paper presenters, discussants and participants at the Conference
    • prepare and distribute detailed Conference programme and other relevant information to all people involved
    • in liaison with the hosting country and node ensure that all logistical arrangements are in place.
  4. During the Conference
    Conduct thematic parallel sessions on current and new FANRPAN research projects
    • conduct plenary sessions, consisting of:
      1. presentations and discussions of keynotes and papers, case study synthesis report and working group reports
      2. panel discussions among representatives of the various FANRPAN stakeholder categories
      3. preparation of Conference conclusions to isolate policy recommendations for research, communication, advocacy and lobbying work
    • run working group sessions
    • implement side events
      1. FANRPAN Annual General Assembly of members
      2. Meeting with FANRPAN partners.
  5. After the Conference
    Complete, publish and distribute Conference report and proceedings
    • publish and distribute policy briefs and Newsletter Dialogue
    • implement media, advocacy and lobbying by FANRPAN Board, Secretariat and national nodes
    • build/implement alliances and coalitions for advocacy on specific policy issues
    • assign and implement research studies.
Communication Products
Outputs from FANRPAN research projects, national and regional policy dialogues, and related information from other sources will be used for the preparation of policy briefs, FANRPAN Newsletter Dialogue and derived communication products for networking and advocacy. In addition, through cooperation with major media houses from the region, the Network intends to reach the ordinary citizen, mobilize new stakeholders for specific topics and influence policy-makers. Print versions of the publications are distributed by the Network. FANRPAN maintains a mailing list and publishes an annual Stakeholders Directory will be drawn from an updated FANRPAN Stakeholders Directory. Electronic versions of the publications are posted on the FANRPAN Website.
